Abstract
CONTU was developed over 40 years ago and has never been updated. The “rule of five” is based on outdated publication data and cost data. Yet, many of our Interlibrary Loan practices are based on these old guidelines and integrated into our systems. As library budgets were slashed last year, we must responsibly use our limited resources and put our budgets towards new content, not unnecessary copyright fees. Staying within the law is critical, but CONTU is not the law. The panel discussion will review the law around interlibrary loan - the Copyright Act Section 108, which grants specific rights for interlibrary loan, and Section 107, fair use. Then, we will look at the history of CONTU. Additionally, we will discuss current efforts to move beyond CONTU in US academic libraries. Finally, we will discuss what would be needed for Georgia libraries to move beyond using CONTU. For example, legal or policy documents for administration, new workflows or decision trees, or shared agreements with consortial partners. We hope to engage the audience to explore this question.
